Can't publish with FP2002

I've just created my pages, installed FP extension on my
ISP server. But the "Publish Web" botton and menu in my
own FP is somehow disabled. Is this because something
missing? What should I install? Or how should I do to
activate this function?

Make sure the website is open in fp. Also you might want to check if you can open your site "Live".
 
Publish is only available when you create a Site, not just pages
File New Web/Site and select the Empty Template (or one of the others)
Then File import your previously created pages
