Can't publish form to Org Forms Library

I have a form that I need to publish to the Organizational Forms
Library. I have been able to do it in the past, and Networking has
verified that my permissions haven't changed at all since I've done the
previous forms. We are currently running Exchange 2000.

Networking has suggested that they would publish the form themselves,
however I thought the only way to get a form to any other person in an
organization was to publish it to the Org Form Library....which i'm
uanble to do. If I just email the form to them, it will just appear as
a blank message, correct??

Any help would be appreciated.

If you save it as an .oft file and send that file as an attachment, they can run it and publish it. Alternatively, publish it to a local library (personal or folder), then save the published version as an .fdm file. Reverse that process to install it in Org Forms.
