Can't Ping Myself

This computer lost DNS capability a few days ago and in
the process of trouble shooting, I've discovered that it
cannot ping itself. It's able to ping out and I'm able to
ping it with another computer. NIC is ok as I've tried
changing that too. I am assigning the IP config
statically. Any ideas anybody?
 
This usually ends up being a firewall, network virus scanner, or similar
