can't overwrite/remove a half installed program

I'm trying to load a program to run my broadband modem, but can't.
The initial installation failed and now it won't overwrite or remove it. I
can't remove it using change/remove software from the control panel either.
Is there a way to force it off the system?

What is this program? Where did you get it?
 
It's an ADSL program to drive an ADSL modem and internet account in Portugal.

Have you asked your Internet Dervice Provider Technical Support for
help? What is the modem make and model?

A further thought . You could try System Restore using a Restore Point
dated immediately before thefailed instalation.
