can't open web page help

Problem:
Can't load web pages or connect to email server.

Background:
I am running windows XP home and have changed ISPs from
AOL to a less expensive ISP. Before changing my ISP, AOL
was working flawlessly. When I connect to the ISP, the
modem connects and logs on successfully. When I open IE,
I get the "the page cannot be displayed" message. I open
up the Internet connection status window and watch the
incoming packets and outgoing packets while trying to
access a web page. There are not any packets sent or
received as a result of web access. The ISP suggested
that the TCP stack may be corrupt and tried to correct it
by using the netsh commands. That didn't help, so I
reloaded a clean copy of the OS. I have validated that
the TCP stack is working by connecting to my household LAN
and sharing files with other systems in my network. After
connecting to my local LAN, I am still unable to connect
to the Internet (via the modem). When I start Outlook
Express I get an extra error box that says "the host
SMPT.. Can not be found..port 110.port socket error
0x800CCC0D" and a similar error message for host Mail..
At one point in all of this changing every setting known
to man, I had email receiving mail, and occasionally
sending mail, but at this point I can't get anything. Any
suggestions would be very much appreciated.

Error 0x800ccc0d or 0x800ccc0f When Receiving and Sending E-Mail
(talks about Norton AntiVirus but applies to McAfee and others, too)

Frank,

Thanks for the advise! I had McAfee installed, so I
removed it. No help...the problem still exists. Any
more ideas?

Yes you are right. That was a typo. So I think I am
going to back up the data and reload the system. I don't
know what else do to.
