Can't open port 23??

Running Win XP Pro. I can't access a particular web
service (Westlaw using proprietary software "WestMate
ver. 7.38) and have been told by tech support that my
computer doesn't have Port 23 open. During a telnet
attempt to connect to another server (e.g. command I used
was: "Telnet cnn.com" the error message
is: "Connecting to cnn.com...Could not open connection
to the host, on port 23: connect failed." This is same
error message for any/all other servers I attempt to
connect to with above command. Seems my machine itself
has port 23 "blocked" or otherwise made unavailable. Is
that possible? Can it be "opened" so I can use this
port? I need it for access to legal research computer at
Westlaw.com.

Any suggestions appreciated.

The problem is most likely not at your computer. Port 23 is the port they
are asking you to connect to. This port is the default telnet port and is
normally used for the telnet service for remote administration. It is
unlikely that they are using this port for their web service, but possible.
If they are using this port for their web service, it is more likely that
port 23 is being blocked somewhere else. They need to give you a better
explaination.
