can't open outlook express on home page

I use outlook express for my e-mail and up until yesterday was able to click
on the Mail tab on my home page to check my mail. Today, when I click on it,
it asks me to set up Microsoft Outlook, a different program. I can't get rid
of it and don't know what to do next.

What "home page"? Where? The term "home page" normally refers to the page
that comes up when you start your browser (e. g. Internet Explorer) and has
nothing to do with Outlook Express (or Outlook, for that matter).
 
It happens when I open up Internet Explorer. I then click on the envelope on
the top bar to check my mail. Usually there is a drop down list that offers
options such as Read mail etc.. It opens my email using Outlook Express. Now,
when I click on the mail button, Microsoft outlook pops up asking me to
create an e-mail account, where I normally got right into Outlook Express to
check my mail. I am sorry to be so computer illiterate, I'm trying to give
the best description I can. Thank you.

OK, in IE go to Tools | Internet Options, and click the Programs tab. Under
E-mail, open the drop-down list and choose Outlook Express.

However, if you just want to check your mail, you don't first need to go to
IE. Just open Outlook Express by itself.

You can customise the Toolbar in Internet Explorer. Right click on
Toolbar, select Customise Command Bar, Add / Remove Commands, Read
Mail and click on Add. You can position it using Move Up or Down.
