can't open or create database - no errors

Using Access 2003 (from Office 2003 Pro) on Windows 2000. Been running for a
long time with no problms. The only changes to this machine are the usual
Windows security updates and Office updates. Since Friday we have been
unable to open existing or create new databases. The hourglass comes up like
it's trying, then nothing. We get a blank gray screen with the "shell" of
Access (control area), but no error messages of any kind, and no database.
Does not matter where the database is located. Holding the shift key while
opening does no thelp. We have uninstalled and reinstalled Office. Rebooted
the computer. Rechecked for updates. Nothing helps.

Almost ready to do a full rebuild, but I thought I'd check here first.

Log out of Windows and log back in as a Windows Administrator. Do you have
the same problem when opening an existing database or when creating a new
database? If not, then your normal user doesn't have enough Windows
security permissions. If so, then check the disk space.

Is the disk nearly full (including wherever any of the temp directories are
located if they're not on the same disk)? Has the user reached his Windows
disk space quota (if it's being managed)?

If the answer is yes to either of the above questions, then ensure that the
user has enough disk space available, generally 4-5 GB of free disk space
should be plenty, or increase the disk space quota if it's being managed and
it reached the limit.

If the answer is no to both of the above questions, then uninstall Microsoft
Office, then use the Windows Installer CleanUp utility before attempting to
reinstall the complete Office 2003 Suite applications under the Windows
Administrator account. The utility can be downloaded from the following Web

If that doesn't work, then perhaps someone else has other suggestions.
