Can't open new window in windowsxp+sp2

Hi all,

I am running windowsxp+sp2, when I browse websites, and open a lot of new IE
windows and then close one by one, as result,I closed all IEs, but I can't
still open any new window in my destop, I need to reboot my machine.

Can anyone know how I can resovle this issue?
