Can't Open Mutiple Copies

I loaded my database on our LAN system at work and only one
person at a time can open it. When the program is in use I looked inside the
folder we share I see the program's icon and another icon of the program with
a locked symbol on it. Once they close the program the extra icon with the
lock symbol disappears and the next person can then open the database. What
can I do to correct this ?

Each user must have at least Read, Write and Execute permissions on the
folder where the database exists. (It's usual to give them Delete permission
as well)
