Cant open Links

When I am using My Internet explorer I cannot Open any
Links Unless they Open on the same page.
If It opens a New Page and Box All I get is the Box Frame
and that Is it.
How DO I fix???
I have tried Removing the Explorer and redownloading it but
that dosnt help.
