Can't open jpegs in My Pictures or from email

I get an error message that says:

lpe20.exe-Unable to locate Component

This application has failed to start because Bar.dll was not found.
Reinstalling this
application may fix this problem.

I don' understand what application to reinstall...
Or..how do I get a Bar.dll to install?
