Can't open an ics invitation in Outlook 2003 SP2

Hi, I keep getting an error when I try to open the following ics:

The error message states:

Can't copy the items. Cannot import vCalendar item.

This error can appear if you have attempted to save a recurring Lunar
appointment in iCalendar format.
To avoid this error, set the appointment option to Gregorian instead of Lunar.

this error appears when the file is saved not in correct format of UTF-8
(e.g. notepad puts some weird chars on the beginning of the file - visible in
hexa).
if you do not have to use national characters, save the file with different
encoding or use editor able to save UTF-8 correctly.
