Can't move emails from one folder to another.

Outlook 2000, running on Windows 98 in Workgroup mode.
When trying to move messages from one folder to another,
I get this message "The messaging interface has returned
an unknown error. If the problem persists, start Outlook
again"
I have found 4 fixes to this on technet and still the
problem persists. I have installed sp3, I have created a
new profile, I have run the inbox repair, I have replaced
the mapi files. The only thing else it suggests is
reinstalling windows?
Anyone ever seen this?? Any suggestions?? Will
reinstalling windows fix it??

Empty the Deleted Items Folder and run Compact Now on the pst-file. Then
close Outlook and run scanpst.exe on the file.
