Can't logon to Windows XP operating system

rI purchased a used Dell deminsion 4300 from an individual. Had no problems
getting onto my operating system until after Hurricane Katrina left us
without power. Then I did get back on and operating system working fine and
a pop up window from Microsoft asked me to reactivate windows XP and was in
the middle of doing so with their screen showing all the numbers etc and then
power was lost again and so was the reactivation windows. The Windows XP was
installed by Dell originally. Now I am locked out of my operating system and
Dell nor Microsoft will reactivate or registe the product again without going
through technical support and me paying out money. I read somewhere that
there was a problem with the original XP Home program that prevents you from
starting windows XP if you get locked out. When I press alt control delete,
I get a user window, but I don't have a correct password and I get no where
in logging in. My personal user account and administrator account are there,
but cannot login to either. I just need to get reactivate and/or
reregistered. Then there was somewhere that mentioned a recovery console
and that I would need to download necessary XP set up boot disks from
microsoft to get to the recovery console. I just know that I did not have
this problem until the reactivation and power failure and that if I could
just get that reactivation window again I think all the problems would be
solved. PLEASE CAN ANYONE GIVE ME ADVICE . I WOULD APPRECIATE IT.
