Can't log on the domain controller

hello,

I need help !!! I just installed second domain controller and can't log on
it. The domain is win2000 AD child domain.

I assume that on the other dc (first one) you are able to logon ok.
Can you connect to the sysvol share from the first dc, because if so then
the GptTmpl.inf file there can be edited and/or the policies manually
replaced.
However it depends upon what you mean when you say you "can't logon". Are
you getting a msg that the account is bad (what are you using) or that you
don't have the right/s to logon? Very important what kind of logon error it
is etc.

Also can you get logged on in ds restore mode or safe mode?
