Cant log on due to unreadable display

The display is just all over the place.I mean I cant tell what it says at all so I cant even log on to begin troubleshooting.Tried safe mode and the product recovery disc but they arent any help because I cant read the prompts

1...........check all cable connections to make sure they are securely in place
2.........check the video card seating into the PCI or AGP slot on the mother
board
3.....install XP video drivers for your card
4.....get a new monitor
