Can't log on DC without network connectivity to FSMO

I have experienced this problem with both Server 2000 and
Server 2003 servers. If a domain controller doesn't have
connectivity to my server that has all FSMO roles except
infrastructure master, you can't log on to it. If that
server is offline, or if the domain controller I try to
log on to is offline, you can't log on! The only way to
log on at that point is DS restore mode.

Any ideas why we can't log on? It's a domain controller,
so it should have all of the account information, but it
doesn't work.

Have looked for this answer before, but I found it today.
Answer in MS article 241789, How to Disable the
Requirement that a Global Catalog Server Be Available to
Validate User Logons. Made the registry change while in
DS restore mode, rebooted, and was able to log on.
