can't launch new browser windows

I am unable to launch many links that attempt to open a new browser window.
IE 6.0.2900 will not open any email messages (netscape mail) and will not
open anything like "printable version" links. Help & Support from the Start
menu will not open the link to this newgroup. Nepscape 8.0.4 performs the
above tasks as one would expect, but failed to bring up the window in which I
am now typing until I allowed "unrequested popups". On every occasion the
border of the open window flashes, sometimes information in the window
updates, but never is a new window launched, and only rarely is a "blocked
popup" message displayed. This occurs with or without a firewall, and (IE6)
with the popup blocker turned off. I'm running Windows XP Home Edition, SP2,
with every available update from Microsoft. Any ideas?
