can't launch add or remove programs

on my sons pc we can't seem to get the" add or remove programs " to launch,
every time we click an hour glass comes on very briefly and nothing happens
any advice?

Hi putz,

Which Theme are you using currently? If you're using a 3rd party desktop theme, try switching to Windows XP theme and try again.

-- am using xp even tried in safe mode still nothing
