Can't install update kb914454 on my pc

Every time I try to install the update for Outlook 2003 Junk Email Filter
(KB914454).
It fails to install after it downloads. I have 2 pc it is happening on.
How do I fix this problem?
 
Did you make sure that Outlook is closed when you install the update
(CTRL-ALT-DEL; Task Manager) ?
