Can't install software because of Windows installer

Hi,

I keep getting the following error message when I want to install a software
via CD.

"The Windows Installer Service could not be accessed. this can occur if you
are running Windows in safe mode, or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance".

Now, here's what I've tried doing to resolving the issue

I restarted the Windows Installer service
Installed 'Windows Installer 3.1
Ran CD on a different machine and it worked fine.

What do you suppose the problem is? Please advise. Thanks

Have you tried this:
To resolve the problem:

Click on Start.
Select Run.
In the "Open:" field, type: command.
Click OK.
An MS-DOS Prompt window will come up on the screen with a blinking cursor at
the command line. In this window you will need to do the following:

Type msiexec /unregister and press Enter.
Type msiexec /regserver and press Enter.
