Can't install .NET Service Pack 1 (KB886903). Error code E0434F4D and 0x80070643

I am having problems installing the .NET Framework, Version 1.1
Service Pack 1 (KB886903) which was issued a few weeks ago. Can
anyone please advise me.

I am getting error code E0434F4D and 0x80070643.

Below are my log and message details Which I have listed in the
following order:

(1) The two message boxes I saw.
(2) My installation log entry - from MS Web Update page.
(3) Files on my hard drive contained the error code.
(4) Five entries from my XP's Event Log.
(5) Extract from C:\WINDOWS\WindowsUpdate.log.

I have tried to make the layout below as clear as possible.

Thank you for this post and your own comprehensive analysis! Well done! I
am completely sincere! This is unbelievably helpful to any troubleshooting.

I am sorry you hit this issue, but wanted to tell you what we know so far
about it. The first error tells us that this is a COM exception, and the
second error just basically says that there was an install failure.

Initially, for this error, there are three recommended steps to possibly fix
this issue. Before starting, please do the following in preparation:

Conventions:
- In these instructions, keys on the keyboard are wrapped, such as: <Enter>,
so an instruction of: Type: cmd <Enter> means type the three letters cmd and
then press <Enter>.
- Combinations such as <Ctrl>+<S> mean to hold the <Ctrl> while then
pressing the <S>.

A. Click in this window, and press <Ctrl>+<A> and verify that everything is
selected. Copy it with <Ctrl>+<C>
B. Open a single instance of notepad
C. In the notepad, click in the program and then press <Ctrl>+<V>. Verify it
copied this entire posting into that notepad in a legible way. Save this
file with <Ctrl>+<S>, so that the information does not disappear. Do not
close this file.
D. Close this newsgroup window, and all other programs with the following
exceptions. The task bar should have nothing on it except that one notepad:
1. Antivirus monitor program that runs in the background.
2. Proxy software that runs in the background.
3. The single instance of notepad you created in

Begin:
1. Repair the .NET Framework 1.1 installation
a. Click Start
b. Click Control Panel
c. Click Add or Remove Programs
d. Click Microsoft .NET Framework 1.1, but do NOT click on Add/Remove
e. Click on the link: "Click here for support information," then click
the Readme link (I have reposted them below)
i. Obtain the original installation source. For example, if you
installed the .NET Framework from CD or DVD, insert the disk. Or, if you
downloaded the .NET Framework, download again and choose to save to disk. If
you installed from a network share, reconnect. (I suggest you download the
redistributable directly, and save it into a drive and directory (path) that
you can remember. Later you will need to recall how to get there from the
command line. For example, if you are saving to C:, pick a directory close
to the root, such as C:\files or C:\dotnetfm\1.1 Here's the link:

iii. Click Run
iv. Type cmd <Enter>

dotnetfx.exe <Enter>
vii. When you get several responses back, select the directory you
just saved it to, and then copy and paste the directory you find there, and
type: cd (paste the directory path here, using quotes if there are spaces)
<Enter>
viii. Now that you are in the correct directory, type the following:
dotnetfx.exe /t:%temp% /c:"msiexec.exe /fvecms
%temp%\netfx.msi" <Enter>
For example: C:\dotNetFramework\dotnetfx.exe /t:%temp%
/c:"msiexec.exe /fvecms %temp%\netfx.msi"

2. Clear the Windows Update Temporary files download cache
a. Click Start
b. Click Run
c. Type: %SystemDrive% <Enter>
d. Click "Show me files and folders" if asked.
e. In this window, on the menu bar, click Tools
f. Click Folder Options
g. Click the View tab
h. Uncheck the "Hide protected operating system files..."
i. Click the radio button to highlight: "Show hidden files and folders"
j. Uncheck the "Hide extensions for known file types"
k. Click OK
l. Scroll down through the folders, and double-click on WUTemp to open
it.
m. Press <Ctrl>+<A> to select all.
n. Press the <Delete> key, and confirm you want to delete the files.
o. Verify all files are deleted
p. Close this window

3. Clear the temporary directory
a. Click Start
b. Click Run
c. Type: %temp% <Enter>
d. When the folder opens, press <Ctrl>+<A> to select all.
e. Press the <Delete> key, and confirm you want to delete the files.
f. Verify all files are deleted
g. Close this window

Try Windows Update again, and see if you can install the update by itself
On Windows XP:
1. Close all Internet browsers, but maintain connection to the Internet
2. Open a single Internet Explorer window.
3. On the menu bar, click Tools
4. Look now at the system clock, and let the minute move forward one.
5. Quickly click the "Windows Update" link.
6. If offered the choice (and we assume somewhere along here it fails):
a. Accept new "Windows Update" software for scanning your system.
b. Choose "Custom Install" instead of "Express Install"
c. If presented with updates, uncheck all but the KB886903 update.
d. Click Install to install that one update. If it succeeds, reply to
this post and let us know!
7. If it fails, close the Internet Explorer window.
8. Click Start
9. Click Run
10. Type: %WINDIR%\WindowsUpdate.log <Enter> (note that there are no quotes
needed, and no space between Windows and Update.)
11. Next, when the log has opened, scroll all the way down to the hour and
minute where the attempt was started in step 4. Click at the beginning of
the line to leave the cursor there.
12. Verify the cursor is at the beginning of the correct time, then select
the rest of the log.
a. Either press <Shift>+<Ctrl>+<End>, or
b. Click and drag with the mouse down and to the right, scrolling.
13. When all is selected, copy this part of the log by pressing <Ctrl>+<C>
14. Reply back to this posting.
15. When the reply opens, tell us what update you were attempting to
install, and where you believed you hit the failure. For example:
a. While attempting to reach the Windows Update website?
b. After reaching the website, but then failed while scanning for
updates?
c. After successfully reaching the website, scanning for updates, and
after being offered updates, but then failed while attempting to install
one.
16. Please type in the reply: Log entries follow:
17. Then paste the log results by pressing <Ctrl>+<V>
18. Verify everything is in the reply, and send the post.

Thank you for your reply. I am a little stuck on one of the things
you asked me to do and I don't want to start any of the process until
I am clear about this one point.
Obtain the original installation source. For example, if you
installed the .NET Framework from CD or DVD, insert the disk.
Or, if you downloaded the .NET Framework, download again and
choose to save to disk. If you installed from a network share,
reconnect. (I suggest you download the redistributable
directly, and save it into a drive and directory (path) that
you can remember.

I get my downloads from the Windows Update website and I don't
recognise most of those sources for downloads which you refer to
above. So let me describe what I do.

I downloaded the .NET hotfix I described before by using Internet
Explorer to go to http://windowsupdate.microsoft.com.

IE then finds itself at this address:
http://v5.windowsupdate.microsoft.com/v5consumer/default.aspx?ln=en-
us
where I select "Custom Install". The system scans my PC and then
goes to the Custom Install screen where I select the relevant
hotfixes and finally I click on "Go to install updates" where I press
the INSTALL button.

When I press "install" the hotfix is downladed and installed all in
one go. So I have no idea if or where it gets stored nor do I have
any idea on how to save it (as you suggest above).

Can I retrieve this hotfix from somewhere on my hard drive?

Should I just go to the Download Center and get the download which
appears when I search for ".NET SP1". The second result of that
search is called:
"ASP.NET Security Update for .NET Framework 1.1 SP1"
and this takes me to page

where I can download the 1.5 MB file called NDP1.1sp1-KB886903-

Pat (or anyone reading this), I am sorry it has taken me so long to
reply. To be honest I was daunted by the number of steps I would
have to do to undertake your instructions.

Unfortunately, things have not gone well. Just to remind you I made
copy of my original posting and put it below

I started to follow your instructions. But I could not complete your
STEP ONE where you asked me to run this command:

dotnetfx.exe /t:%temp% /c:"msiexec.exe /fvecms %temp%\netfx.msi"

I cut & pasted it that command into the DOS box and then ran it. I
go a message saying "Would you like to install Microsoft .NET
Framework 1.1 Package?" and I replied YES.

I saw a moving progress bar while extracting a file (saying "netfx.1"
perhaps) and then I got a message window titled Windows Installer:

"This patch package could not be opened. Verify that the patch
package exists and that you can access it, or contact the application
vendor to verify that this is a valid Windows Installer patch
package."

I followed the steps in that document and unregistered and re-
registered the Windows Installer. Then I went, as directed, to
uninstall .NET Framework 1.1. This failed with exactly the same
message as the one I quote above (i.e. "This patch package could not
be opened" etc).

C:\WINDOWS\WindowsUpdate.log contains these entries but i think the
timestamp is too early for what I have been doing so maybe they refer
to something else!

So now, Pat, I am stuck. The Microsoft article I referred to
above says "You may not always be able to completely remove the .NET
Framework 1.1 by using the Add/Remove Programs tool in Control Panel"
so I haven't tried to do that.

From XP's Component Services screen I see that I am running
C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\aspnet_state.exe for the
"ASP.NET State Service".

I see in the Application Event log this entry ... "ASP.NET 1.1.4322.0
[snip] Description: State server starts listening with 3 listeners".
So something to do with .NET seems to be running ok.

In all this the Windows Installer service is running

Please advise. Anyone!
