Can't import Outlook Express mail into Outlook

I was wondering if someone could assist me with this problem. I'm using
Vista Home Premium with Outllok 2003 as my default e-mail client. When I
try to import my mail from Outlook Express v6, I get the following message:

"The import folder could not be opened. If another application is using
this file, please close it and try again"

I'm not able to remove Windows Mail (WM), so it is still there but it is no
longer the default e-mail program. Also, I have removed the mail account in
WM.

Bring the Outlook Express email into Windows Mail, then export it from there
to Outlook. See this link.

Note: there is a newsgroup for windows mail in vista:
microsoft.public.windows.vista.mail
 
OK. I have exported my Outlook Express Mail messages to Windows Mail. How
