can't import from Eudora to Outlook2002

I get "Import Error"

"The mail folder could not be opened. If another application is
using this file, please close and try again."

Eudora is not running. Does anyone know how I can overcome this?

Here's a link that discusses that problem and has a solution:

Basically the issue is that outlook expects the files to be in the
same folder as Eudora.exe.
This worked for me:
Back up Eudora folder (to restore later w/o all the junk) if you ever
decide to switch back
Copy your Eudora Data folders contents (I chose everything even
subfolders/not sure if this is necessary maybe just mbx and toc files
would be good enough) into the same folder that has Eudora.exe
Open Outlook and run the import wizard again
