Can't get to log on screen- can't log on HELP

My computer starts up fine, but I get to the blue screeen
with the windows logo and then it stays there, no logon
box appears, I've run ,my computers e-diagnostic test,
but it says nothing is wrong. I can move my mouse and
restart my computer. I also noticed that when I restart
the computer doesn't seem to pick up on the fact that
I "improperly shut it down" and does NOT offer the start
in safe mode options when it reboots.
PLease help I leave for college in 2 days
 
Restart, start tapping the F8 key when you see the BIOS screen (or
manufacturer logo screen they sometimes put over the top of it.)

You SHOULD go to a menu screen. Pick safe mode. See if a logon box appears
there. Let us know either way....

If you are sure you haven't logged on then as windows starts press F8.
When the Windows Advanced Options menu is displayed, use the arrow keys to
select Last Known Good Configuration (your most recent settings that
worked), and then press ENTER and hopefully that should be it.
If not what have you changed lately, any new hardware or software been
installed?
 
when i started in safe mode it did the same thing, got to
the login screen w/o the login box and froze.
