Can't get rid of password change requirement

I inherited a domain where the password change interval was 42 days. I
have changed it to "not defined" and increased the minimum password
length to compensate.

But people are still getting password change reminders! I noticed that
on some machines the Local Security Policy still had 42 days, so I set
that to 0 days, and the comment next to it says "password will not
expire" - but it does.

I'm sure this must be blindingly obvious but I just can't see it.

Not defined means it won't modify what it was previously. Some (this one
for example) settings hold their value when you change the setting to not
defined.

Go back and modify this to a defined value and logoff and log back on, you
should notice a change.
