Can't get rid of a home page that I never wanted

This is the address, http://www.surferbar.com/
this will not go away, I have tried change it, but it
stays, also deleted it several times from different
folders in computer files, still won't go away, will not
go in the prescribed 'Help'
ways,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,what is it doing?
