Can't get local loop back using 127.0.0.1

Can't get local loop back using 127.0.0.1. I can gey email
and some of my auto update programs work, however I can not
use Netscapr or IE to access the web.If I try the browser
just sez searching the after a couple minutes i get an
"IAMSERV.EXE" fault message and drwatons program loads and
can't be shut off. ICF is turned off and all my interner
security programs are also turned off. I can share files
with other computers on my home network.
