Can't get IIS to install on XP SP2

I have XP Professional on my laptop, my office development machine and on my
home office development machine. IIS is installed and functioning as
expected on the laptop and the office dev. machine but after many attempts
to install, uninstall and install, installation of the Front Page Server
extensions, I can't get IIS to appear in Administrative Tools and I can't
get it to function.
I've searched the knowledge base articles and Microsoft XP Professional
Resource Kit, Second Edition to no avail.

Any help appreciated.
