Can't get hardly any applications to launch

I can't seem to open any applications like Internet Explorer, My computer,
Control Panel, or anything like that. Also..when I'm trying to update
things(that can be opened) whenever an internet connection is
established...the program crashes. I would appreciate any help possible.
 
To repair all system files, go to Start/Run, and type: SFC /SCANNOW

if no help, you probably have a virus.
