Can't get floppy disk drive to work anymore

I insatlled XP over 98se as an upgrade. I didn't notice it until later, but now my floppy disk drive no longer works. The light stays on like it is constantly being accessed, and the ribbon is connected properly and is good. I have swapped it with another working fdd and still have the same problem. I have tried uninstalling the fdd controller as well as the drivers and reloading them but to no prevail. If anyone can help me with the problem, I would appreciate it. Thanks.

My personal experience was, I installed XP and had the same problem as you.
I tried every suggestion I could find, including changing floppy drives 3 or
4 times. Nothing helped. I have come to the conclusion that some XP disks
have faulty floppy drivers, as, some people have no problem with floppies
and others do. I have found information that this problem is recognized and
is supposed to be addressed in SP2.

I was able to resolve the problem on my machine by installing the 3-mode
driver that you can find from the following link. The article is rather
wordy and the instructions are difficult to follow but, it worked for me.

This didn't help, still have a constant light on the floppy drive and still asks to insert disk
