can't get desktop background pic to show

i can't get the desktop background picture to show. its just a blue screen.
it won't show anything, my pic, the dell background, nothing. does anyone
know what to do?

<HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop>
5. Repeat Step 3

= Right click Desktop select Properties and on the Display properties click on
Desktop Tab then click Customize Desktop.
On the Desktop Items click on Web Tab and be sure all boxes unchecked there.
Then click on Appearance Tab then Effects button. On the Effects window be
sure the settings been set to suite your requirements

Did you tried another background and Apply the Windows XP [Modified] this
time.

(Line 187 ) Restore themes functionality in the First column and you can try
the Restore Luna theme in the second column if the first fix didn't help.

= Open Run command and type in:
Regedit.exe click [OK]

Look in the Right pane/window and set the value for this to Zero by double
clickin it "NoChangingWallpaper" > Set it to 0
