What device on your network is running TCP/IP? Are other clients getting
IP?

"Obtain an IP addresss automatically" directs your PC to use a protocol
named DHCP (Dynamic Host Control Protocol) as a client, to ask some
DHCP server for an IPA. If your PC can't find a DHCP server, then it
defaults to an IPA in the APIPA range (169.something), which may prevent
the PC from getting to the web. So, before telling your PC to become
a DHCP client, you need to ensure that there is some DHCP server with
which your PC can communicate.

If your PC gets to the web via some router, that router usually is the
normal DHCP server; but only if DHCP serving is enabled on it.
