Can't get CDROM to boot xp for install

Not sure if this is the right group for this question, sorry if not.

Here is the situation. I can't get my CDROM to boot a CD, which I need to
do to install XP. I currently have W98SE. I go to BIOS and set up the
CDROM as the first boot device and it still won't boot a CD on startup. I
can boot to a floppy but that don't help me trying to install XP. I need to
get to boot as I want to install XP on a new hard drive. With the new HD in
the computer I get the error message in DOS, "Disk Boot Failure, insert
operating disk and hit enter. When I do that I still get the DBF message
and it won't boot to CDROM. I called Western Digital support and they said
the HD is not causing the problem it must be my machine. Any help
appreciated. By the way the computer works fine except for this boot
problem. I tried putting the old HD back in the computer and setting it up
as primary and the new blank HD as secondary but still can't boot to CDROM
even with BIOS set to boot to CD. I am rambling here but desperate I guess.

Watch the screen closely...the CD will not automatically boot itself...it
will prompt you to press any key to boot from CD.

Do you get this message?

No, I just checked, and no such message.
