Why can I not find this on my xp-sp2 pc?

It is a Win9x/ME command not found in NT based OS' such as WinXP.

Open a Command Prompt and type;

ipconfig /all

There is NT version of the utility that was distributed in the NT Resource Kit but it had
bugs and it was dropped.
