Can't find the "Security Tab" in properties!!

I can't find the "Security Tab" in any properties, my computer is joined to a workgroup. I can't assign user with specific permission to a folder or drive if there is not Security Tab. Where can i add it if it is not available? It is because i have just created a local user and the user is only belong to the built in "Users" group. All the users in the Users don't have write access to the system drive(C: drive). I want to grant write access to all the users in the "Users" group but i can't do it without the "Security Tab". Also i don't want to add them to other group. i.e power user or administrators group. In case they get some unnecessary privileges.

Any help will be appreciated.

I can't find the "Security Tab" in any properties, my
Click Folder Option in Control Panel.. Click View tab.. Scroll to the last
item, uncheck Use Simple file sharing.

Is your hard drive formatted NTFS or FAT32? The latter won't have this
option...
