Can't find Attachment tab in Outlook 03 Security tab

I've been reading how to work around inability to open attachments in Outlook 2003. Went to Tools/Options/Securit
and couldn't find any tab or other way to control attachments in Outlook. Can't even open .doc files. (Home office system,
no administrator or server, just frustrated me)

You are in a NewsGroup devoted to MS Access, the database development
