Can't enable hibernate function again

In my IBM notebook, after I delete hibernate file by disk clean up, then I
can't enable hibernate again. Do you know how to enable hibernate again?

I can't seem to find any options for hibernate in Vista, apart from making
it the behaviour for when you press the power button. I'd like to know
where hibernate has gone as well.

Microsoft is going to needlessly cause a lot of environmental damage when
millions of office computers just go to standby when they shoud have gone to
hibernate.

Open an administrative command prompt (click on Start, type cmd in the
"Start Search" box, when CMD is displayed in the Search results press
CTRL+Enter on the keyboard, and then provide consent when asked by User
Account Control) and type this command:

powercfg -h on

and then press Enter. This should bring back hibernation.

After run "powercfg -h on", then return message "You do not have permission
to enable or disable the Hibernate feature.". My A/C already granted
administrators right. But I don't why I do not have enough permission.
Kindly advise please.

I did that, but I don't see any change?
