Can't edit existing web pages

I used Front Page 98 to edit some web pages developed by someone else. I
just upgraded to FP 2003 and now it won't let me edit the pages. It just
gives me a "NO" symbol (circle with a line through it). The pages are asp.
Can you tell me why?
 
Is the site using Document Check In / Out?
