Can't download Programs

I can not download programs from websites. For example, I
use Stopzilla, but had to uninstall it. Now, I can not
download Stopzilla again. Also, I can not download any
programs from downloads.com. The web browser gives me a
message saying can not connect to the website. The rest
of my Internet works fine and everything else seems fine.
Any suggestions.

Thank you very much for you help, but I found the file
and this did not seem to fix the problem, I have checked
all the security levels and they seemed fine, I even
tried restoring the default and also setting them to low
and that didn't seem to work. Any other suggestions?
