Can't download java or active x controls

Everytime I try to download java or active x controls windows installer keeps
telling me " 'This Installation package could not be opened.
Contact the application vendor to verify that this is a
valid Windows Installer package.'

I downloaded the installer cleanup but what is it that i'm supposed to
cleanup? it lists a bunch of programs that I think I need like Norton
antivirus, Internet worm protection, Office Professional Edition and a bunch
of others. I don't want to remove something I may need.

Sombody please help cause there are a lot of applications that require java
and active x controls.
