Can't Download Files

Per Bob Qin's suggestion in another thread, I am re-posting this question.
I had posted to the XP General Forum, so forgive me but I'm getting
desperate.

Tried posting this message using the "web based reader", but received the
following message several days in a row. "Service temporarily unavailable.
We apologize for this inconvenience. Please try again later". I wonder if
it is connected with the following problem?

On my XP Home system, in the last week, when I try to download files (mostly
..exe or .pdf but other extensions), I get the message "Internet Explorer was
not able to open the Internet site. The requested site is either
unavailable or cannot be found. Please try later." I know the sites I
tried (Adobe, Microsoft, LaCie and others) are working since I was able to
download the files to a second Win 98 machine using the same internet
connection (DSL via wireless router).

I've tried changing IE6 settings, have disabled Norton Internet Security &
Spybot, with no results. I downloaded from MS to another computer the IE6
update Q831167 and installed via floppy, with no results.

There have been some posts about editing the registry, however, I've never
done any regedits, & am a little leery of that, so if anyone has a fix
involving the registry, would appreciate detailed step by step, assuming I
know nothing (which is true).

I'm pretty close to giving up & ready to trash this piece of >>>> MS system,
but have to give it one more try.
Called MS today, they took my credit card & I paid for a tech support guy.
He has no idea what is causing the problem, however had me create a new
user, & voila, I could download. He then had me copy the Documents &
Settings folder from the original user to the new user, & when all was done,
I couldn't download again! Since it took about 1/2 hour to copy, he let me
go & said to call back if a further problem. I don't have another couple of
hours tonight & hope that someone in these newsgroups can figure out what's
happening with the new information.

There's obviously something in the Documents & Settings folder causing this,
however short of copying 1 of the many files at a time, does anyone have any
ideas?
