can't download files from internet

hello.

i used to be able to download files from the internet
(cnet downloads, adobe acrobat, winamp, etc...) but now
when i try to it give me the following error msg:

"cannot copy file: cannot read from the source file or
disk."

what does this mean? i can't go back and use sys restore
since i deleted previous restore points to save hdd space.

any advice/help?

Empty your cache, in IE, tools, Internet Options, delete files.

i'm now really embarrassed- can't believe i couldn't
figure that one out. okay, you now have my permission to
remove my certs and null all my yrs of IT experience.
