Cant do a Disk Cleanup

I cant get my system to run Disk Cleanup.
It stalls out on the first screen where it
is 'calculating how much disk space you will save'.

I learned that there might be a file or files in the temp
directory preventing it from running, however . . .

Seems that there is a file Perflib_Perfdata that cannot
be deleted from the temp directory becuase it always
says "it is being used by another program" even if no
other programs are running.

Can anyone help?

Try to delete the file in Safe Mode:
Start/Restart your computer and start pushing F8 key twice per second.
Select Safe Mode on Windows Advanced Options screen, and push Enter.

These files seem to be created by CLI.EXE... this program
is installed by ATI. Do you have an ATI graphics card?
