Can't disable one modem for incoming RAS

I have two modems connected to this machine, one our
outgoing (shared with Spartacom's modem sharing product)
and one for incoming RAS for the occassional support
issue.

I know that with NT4, it was no problem to go and disable
a modem from being able to accept incoming calls, but I
can't figure out how to do it in 2K.

Is this a function that they have removed from 2k?
