CANT DELETE OR RENAME FOLDER AND FILE

I can't rename and delete a folder in the drive where i
install windows. I can only add a new file but once I add a
new one, i won't be able to delete or rename it. I have
Norton Internet Security Installed on my system and i don't
think it has something to do with it. I tried the 2 methods
below which i found in the net but still there is no luck.
1. Boot in safemode using an administrative account.
2. Kill explorer's process then rename the directory using
console.

I also notice that there is a time where you can actually
rename and delete a folder but after a few moments it will
prevent me again to delete something. All directories are
infected including my documents folder. It also forbids me
to connect to my network. My coworker can't see my PC and I
can't see theirs. One more thing, I can actually copy the
files, in fact i already backed up my files inside the
protected folder but the strange thing is i still can't
rename and delete the file/folder.

The 2 method above works in renaming/deleting the
files/folders but it is a tedious job to rename all of them
in the console and safemode and also I want to know what
had caused this and why it behaves like that. I have this
theory that Windows file protection has something to do
with this or modifying the registry which can cause all the
instance of folders to be protected.

What's the error message you get when you try to delete the folder / file?
ie is it "Access Denied" or "Corrupted / Damaged file" etc ?
 
The most likely is that your account is not of the Administrators group.

Log on as Administrator, then go to the "Control Panel"\"User Accounts"
Choose your account, click "Chage the account type" and set it to
"Computer Administrator".

If you don't want to access your computer with an Administrator account,
you may log on using the Administrator account and make sure that you have
the proper permissions on your NTFS drive.

Go to the "Control Panel"\"Folder Options","View", Deselect "Use simple
files sharing", press "Ok" button.

Then open "My Computer", right click your partition,
"Properties"\"Security", press "Add" and write your account name if it's
not there, and set the permission to "Full Control".

Nortons may Have EVERTHING to do with it. Many techs disable ANYTHING
nortons before they work on odd problems. Quite often norton whatever is
the culprit. Anyway:
