Can't delete file.

I have a file on my computer that will not delete and
cannot be modified, moved or renamed. I want to delete it
but a window pops up and says Cannot delete, It is being
used by another person or program. Close any programs
that might be using the file and try again. Fair
enough, except I cannot find any program using this file
at all. I've tried everything to not avail.

Any ideas please?

Try booting into safe mode and delete from there

Try shutting down and restarting.
Now try again...before you do anything else.
(No promises, but it worked for me!)
