Can't Delete an app I downloaded

Hi,
WIN XP Home Edition all SP2 updates

MSCONFIG is a real loser, so I downloaded from the Web, an app
called, 'STARTUP'. It's really worse than MSCONFIG, so I
downloaded, "STARTER.EXE; It's PERFECT!! it allows you to delete
the unwanted file, which you cannot do in MSCONFIG.

Now I want to go back and delete "STARTUP". It's NOT in Program
Files, but it IS in CONTROL PANEL and it cannot be deleted. I did
a search and I found "STARTUP": Message stated that it is a Windows
System File and it cannot be deleted.

Duh..How can this be when it was a private app I downloaded?

Could sure use some help.

Hello Mike,

Is this Mike Lin's Startup Control Panel? A popular utility. I don't
have it listed in Add/Remove programs, but here are the instructions
from his website:

Uninstalling
Use the Add/Remove Programs control panel applet, or delete the file C:
\Windows\System32\Startup.cpl. In either case, both Startup Control
Panel and the Control Panel window must be closed

If what you call "Startup" *is* Mike Lin's program as Claymore asks, you
can certainly delete the unwanted startup item with that; it's stored on
a "deleted" tab in case you change your mind and want to reinstate it.
If you're sure you don't want it, you can delete it permanently from
there.
