Can't delete a line in the footer

How do I delete a line at the top of the footer on every page of my document?
I tried selecting "none" in Boarders and Shading but nothing changed. I'm
sure it's part of the footer because it shows up with my page numbers when I
select Hide text in Header and Footer View, but I can't select it. Any ideas?

Display nonprinting characters so you can see paragraph marks. The border
may be applied to the top of one paragraph of the bottom of another. Select
both and choose No Border.

Still no luck. I tried to select it in Header and Footer view, and little up
and down arrows appear which let me move it up and down but nothing else.

You don't select the line itself; you select the paragraph(s) above and/or
below the line.

Thank you for your time. I finally figured it out. I was using a template
created by someone else and apparently they had added a border from the page
setup box which applied to the whole document. Instead of going to Borders
and Shading on the Format tab I had to go to the Borders button on the Layout
tab of Page Setup to change this setting, since in Borders and Shading it
showed that the individual items were set to None already.

IOW, it was a partial page border? We tend to forget about those.
